For some reason the phrase "convicted of marriage" came to mind. Although I could more understand being sentenced to marriage as a foundation of a story.

How about "committing matrimony"
20 years to life - if you can call this living

I guess the question is, would the story revolve around marriage being the crime, or marriage being the punishment? Or maybe marriage is both? Like someone has been living in a relationship that is just like marriage except he/she won't acknowledge it.

Marriage as a crime: Maybe after some widespread plague or alien attack or whatever, humanity's numbers have diminished drastically (or at least, they have in the region where this story takes place). The priority is on increasing the population as quickly as possible so they can rebuild society. As a result, people are encouraged to have sex with as many partners as possible, to ensure quick production of as varied a population as possible. Along these lines, monogomy is heavily taboo, and marriage outright outlawed.

A couple get married in secret, and are brought up on charges. As for punishment, it could be the basis for a nonconsent story, with husband and wife tied down and teased and forced to arousal, and then various men and women have their way with the couple (all sorts of things could be involved here, depending on the writer's kinks).

Marriage as punishment: In a society where polygamy and free loving is the norm, maybe as a form of social punishment, people convicted of various crimes (nothing too serious that would warrent being locked up of course) are forced to pair up in monogamous relationships, doomed to low social status? I dunno, that's all I can come up with there.

On a more serious, and perhaps relevant note, what about a gay couple that passes one of the partners off as the opposite sex so that they can be legally wed and receive the basic rights of a married couple. The two are found out and flee together.

I think it could be an especially touching story if the partners pulled off the deception because of some critical illness or something equally harsh and they really needed the insurance. When the scam comes out they are charged with violating the ban on gay marriage and fraud.

or how about a hedonistic society, but for stability reasons, the state demands that people marry to procreate. No one wants to, because they figure out that raising kids ends the fun. Population is declining. So, marriage becomes the alternative measures diversion program for minor offences......

In a world where a man was meant to have a harem... seven women or so just to keep that world populated... for him to single out one of those women and secretly live with her sometimes, would kinda seem like a marriage crime. Then he could be sentenced to live with the one... leaving behind all that bliss he had of seven women with no commitment. Oooh, it's got me curious! Do it! I'll read it!

Could be a good one... Too bad i'm a terrible writer

For some reason, this reminds me of Tim Allen's theory on why Mormonism just shouldn't work:

"You ever try to deal with one wife? Now imagine SEVEN." :D

I came up with a bondage sort of scenario where the punishment is "marriage" which has to do with piercings.

Scenario one is that the accused couple has nipple piercings in place, and then the nipple piercings are locked together for a fix period of time (say two weeks). Or maybe this is even the marriage custom, where the couple is bound together for a fixed period to ensure they have what it takes to live together.

Scenario two also involves locked together piercings, but this time it is a Prince Albert (or similar) and labial piercings. So the man's penis is always in contact with her vagina (perhaps the head is always slightly inside), but he can't pull away or push it at all.

I like this phrase. Plenty of ideas spring to mind.
