Consolidation. Reduce Administrative Ovehead Without Reducing Services

Example: Office of Criminal Investigations and Prosecutions. Directly under the Attorney General's Office.

Abolish the following offices and bureaus and consolidate agents, officers and investigators into the new office.

FBI
BATF
DEA
IRS CID
Secret Service
ICE

Maybe a few others.

Do we really need both the NTSB and NHTSA? Yes, they do different things, but they could be rolled into one office under DOT to reduce administrative overhead.
 
The Italians have two competing national intel and law agencies, one civilian, one military. Many of their national agencies are setup with competitive wings. Commies run one side, fascists run the other, even members of the same families. It's all checks and balances.

Putting all USA national intel and law agencies together would be... interesting. Probably a complete fucking corrupt fiasco. Many fewer guys to bribe to get anything done, yeah, that'll be fun. Who will have any incentive to remain honest? With competing agencies, there's always the chance of surveillance, of rivals out to get you. With only one show, anything goes.

And a single cop-and-spy-master could easily assume power. Cf Vlad Putin.
 
Well Bush tried that with Homeland Security and all we got was more overhead and less security.
