A new Illinois law aims to help drivers answer the timely question of what to do if stopped by police.
The measure comes amid heightened tension in Chicago and across the nation over how traffic stops can go terribly wrong — and in the worst cases turn deadly.
"...the law wasn't introduced in response to police shootings stemming from escalating traffic stops,"said state Rep. Frances Ann Hurley, D-Chicago, who filed the bill in February
"It was just to teach everybody the same thing," Hurley said. "It's an education bill. We want everybody to know what they're supposed to do when they get pulled over by police. If it helps somewhere down the line, that's wonderful."

Students enrolled in driver's education courses will be required to learn how to respond if they're pulled over by police under a measure Gov. Bruce Rauner signed into law.
The change is aimed at preventing teens from panicking or doing anything that may be interpreted as a red flag by police, which could lead to a standard traffic stop escalating into a more serious situation.

Police officer shoots into moving car full of teens

Chicago police officer pleaded not guilty Thursday to federal civil rights charges alleging he used excessive force three years ago when he fired into a stolen car full of teenagers, wounding two, in an incident captured on dashboard camera video.
Marco Proano, 41, is the first police officer to face federal criminal charges stemming from an on-duty shooting in at least the past 15 years, according to a Tribune analysis of the shootings of 702 people by police over that time period.
The charges stem from a December 2013 shooting at 95th and LaSalle streets in which Proano was captured on video shooting repeatedly into a car as it backed away from him. The video of the shooting was first aired last year by The Chicago Reporter after it said it obtained the footage from former Cook County Judge Andrew Berman, who heard a criminal case involving one of the teens.

Videos from the fatal shooting of Paul O'Neal by Chicago police show a succession of apparent procedural errors, including police firing at a fleeing vehicle with other officers in harm's way and an admission by the officer who believed he fired the fatal shot that he had no idea whether the 18-year-old was armed.
Comments from that officer caught on video indicate he may have erroneously thought O'Neal had fired from a stolen car barreling in his direction. In fact, those shots were fired in the officer's direction by other police shooting at the stolen car in apparent violation of departmental policy.
Acting with uncharacteristic swiftness, Chicago officials on Friday made public nine video clips in all. Shortly before the 11 a.m. release, the head of the Chicago police oversight agency called the video footage "shocking and disturbing" and said her heart went out to O'Neal's family.
