NBC quoted an "unnamed source" in the administration as saying the president has long been aware that differences between Powell and Rumsfeld were counterproductive, and that one of them would have to go. If it were Rumsfeld, "it would be like admitting to failure in Iraq."
Heaven forfend! Things are going badly enough; acknowledging that it's going badly would make it worse, or something.
Another name being bandied about for a cabinet position is Paul Wolfowitz, who gave us Ahmad Chalabi and insisted prior to the Iraq invasion that there would be "no warring factions inside Iraq."
Under the new Bush-Think, the wronger you were and the more convinced you were of your rightness, the more you deserve to be rewarded with a cabinet position. Powell rightly predicted what would happen in Iraq and doubted the existence of WMD; whereas Wolfowitz, Rumsfeld and Condoleeze Rice were wrong but Resolute.
Wrong + Unapologetic = Resolute = Promotion
