It's called a 'Cowl Neck' top.

Regardless of what the actual fashion term for this top is, I wouldn't endeavor to assume that readers are familiar with it. (I certainly weren't).

So I'd just go for a descriptive "a top that's but a shawl draped over her breasts, just waiting for the slightest breeze to blow it away," or something to that effect.

Technically that's a cowl neck, although I'd hesitate to call it a cowl neck top. It's the cowl sans the top.
