Interesting finding. Is there an underground shadow government? Terrorist group?

A CIA investigation has not found evidence that a foreign country was responsible for mysterious ailments suffered by hundreds of U.S. diplomats and intelligence officials in multiple countries in recent years.

The actual news release may be a technique in itself to bring state actors into the open.

Or there may not be state actors involved.

Without evidence, both are plausable, but neither is evident.

I find it more plausible that the FBI/CIA (for all their vaunted "skills" of investigation) haven't been able to find anything (because "espionage" isn't ever admitted to or proven) so they're trying to sweep the investigation into the dust bin.

One of the news outlets... I watch them all and don't remember specifically... today said it was believed to be from some directed energy gizmo used for spying.

Speculation and no suspects yet.

It seems like something directing energy would be easy to detect. All you'd need is an energy detector...
