Those options include a graduated real estate transfer tax for properties over $500,000, a congestion tax that seemed aimed at rideshare companies, and developing a robust recreational marijuana industry after January 1.

But the mayor seemed to be betting most heavily on a Chicago casino, which will require state lawmakers to rework the gaming law.

"If we don't secure this casino and the revenue it creates, we will be forced to make painful choices on finding other revenue sources, and we all know what those are, the sources we wish to desperately avoid," she said.

By that, of course, the mayor was referring to a property tax hike, which she wants to avoid if at all possible.
