Chain Story...

Here I sit wanting to write a chain story or start one or whatever the wording is that I am looking for before my first cup of coffee on this saturday morning.....

How do we go about starting one... ?
Is there permission needed (thought I saw that somewhere)...?
Do we just write the first section of it and cross our fingers that it is actually used in that category...?
