If a story has consensual non-consent, does it basically have to go the reluctance/non consent category or will Fetish be okay? It also has breeding and discipline kinks (impact play).

The BDSM section is also an option I suppose but I don’t think BDSM will like it because the ‘breeding’ kink is the main focus.
 
If by consensual non-consent you mean role playing the non-consent, I would say absolutely Fetish sounds right.
 
If it's obvious that the characters are role playing, as in they discuss it in dialog or there's some other clear statement of it, then I wouldn't think you'd need to put it in R/NC.

But if the reader might not be sure of that when the CNC action starts, then you might want to stick to that category.

One thing I do is to mention other elements in an author's note at the beginning: "This fetish story includes elements of consensual non-consent, breeding, and light BDSM."
