I'd say the voyeuristic element is stronger than the toys element. Put it in E/V.

ETA: especially if, since the man is naked, he acts as if he thinks he might be watched.

My response was based upon what I believe to be the more compelling theme of the story. Essentially, I think the aspect of someone watching another person while masturbating is more compelling than what they use to get off.

But then, it also depends upon how much emphasis you place upon the effect of watching a naked man exercising has on the watcher. If it's just a casual mention -- "Oh, now he's doing sit-ups! I wonder if he could bend over far enough . . ." -- then may Toys would be a better cat.

But if the watcher is more concerned with what the object of her interest is doing, and is only selecting various toys because they have differing effects, then E/V would be a better choice.

On the surface, from what little you've said, it does seem the exhibitionism/voyeurism is the main element and the toys are simply drafted into use in lieu of hands/fingers.

From your description, you have an E/V story evolving there for sure.

An extra added fillip would involve the watched knowing he's being watched and thusly teases his watcher with butt and baloney shots, flexing muscles, etc.

Sending the watcher in search for fresh batteries.

...on whether they are standard, 'everybody-has-one' toys.

Or whether they are agricultural, metallurgical, animatronic, catatonic, gastronomic, biological or cartological toys.

If the former, EV. If the latter, or anything remotely similar, then Toyland for sure.
