It is the aftermath of World War 3. The super-powers of the world declared war on each other in an attempt to control the dwindling fossil resources of the world. Armies of regular soldiers, conscripts, and mercenaries from all sides went into the front lines. Sabotours and assassins went in behind the lines. The war went on.
And on, and on, and on.
There was no victor.
In the end, a new city was constructed with one purpose - to be the new world government. That city was called Olympus. It's population is comprised of approxomatly 50% humans, and 50% bioroids, and all it's systems are run by a supercomputer called Gaia. It is from here that the human race attempts to salvage it's future.
But even in this supposed paradise, with all it's wanders and social order, there is still dissent within the city. Terrorists occasionally strike against the bioroid govenment, causing the cities premier defence force, the police outfit E.S.W.A.T to hunt them down.
And outside, across the globe, small pockets of soldiers fight in a non-existant war...

OK! Well, there's your background! It's kinda breif, I know, but I don't recall everything of the main story. The basics to think of is that is is "heaven" inside the city of Olympus, and "hell" outside in the ruins of the world. Still, plenty of scope for characterisation!
And, as you may have guessed, there are two 'races' on Earth - humans and bioroids.
Humans are just that. Regular folks. The level of technology available to them are a little higher than those today. For example, bionics are in use for replacement of damaged limbs, personal bodyarmour has evolved to be semi-resistant to solid ammunition, and tanks are lighter, faster, and with deadlier weapons.
Bioroids are genetically engeneered humans that have lessened emotions of anger, hatread, and love. Of course, that doesn't mean they don't feel them, just that they tend to look at them from an intellectual level. As far as the world knows, bioroids are only found in Olympus. Due to their modified genetic makeup, bioroids undergo periodic life extension treatments, keeping them at the peak of health for as long as they desire.
Humans in Olympus, as opposed to those outside, have access to even greater levels of technology, including readily available personal mecha-armour termed 'landmates'. These are compleatly sealed environment armour suits about twice the height of a human with reinforced armour, limited anti-grav systems for faster land movement, and built-in weapons.
Anyway, that's enough background for now. If anyone's interested and has questions, post them up! Also, if you want to submit a character, just say who they are, what they are, what sort of profession they lead, and a breif description
