How does needing a photo ID to vote become a racism issue?

Everyone has the right to vote. However, getting a photo ID can be the tricky part. You see, there are a lot of people who are homeless or live in shelters...they do not have an address, they cannot receive their card in the mail, they have no address to put on their card.
Could this have anything to do with your wonderfully cryptic and slightly annoying in its vagueness question?

I went over to Bangor Maine USA. walked into a government services offices, asked to get a photo ID for crossing the border, they took me to the right office i should have been in I waited 45 minutes and paid 5$ and walked out with a photo id. No address was neccesary except what province i lived in.
