"Many COVID-19 vaccine manufacturers have required that countries indemnify them for any adverse events suffered by individuals as a result of the vaccines, the United Nations says."
Refugees are not under the control of their government, and as the article states, out of the reach of their national vaccine programs. If drug companies are not indemnified against being sued in the rare case of a serious adverse reaction to the vaccine, then no vaccine.
