Speaking primarily for myslf, but drawing on various people's comments...

It's sometimes very hard to evaluate a story that is incomplete. I much prefer working on the complete story -- not necessarily a finished story, just one that is more than a story fragment.

Some editors probably don't mind being an "un-acknowledged co-author" but I much prefer commenting on what you've writen instead of what you should write.

You need to corresond with various volunteer editors until you find one that is willing and able to provide the help that you need.
