She did do that. So yes, my best guess is she's trying to make it out as any group of people seen in the Capitol could be accused of the same. Which means ignoring the fact that her tour was in the middle of the night, included places the general public isn't really supposed to go, and occurred before she'd been sworn in and thus didn't yet have the members' privileges she was exercising.
