Back in 2005 our water authority paid the daughter of a pol to build a 16 billion gallon reservoir for the region. The woman had never built anything grander than convenience store retention ponds. She hired 2 guys and a truck to do the work. A year later it leaked so bad it had to be destroyed and rebuilt. 8 years later its almost ready to go.
