That wasn't a good example. The fact that the black congressman was annoyed by the comparison with a 3rd world nation has nothing to do with "him being racist against Latinos".


In saying that, the OP is right in the point hat he's trying to make:

After reading the exchange, I felt that the black Rep. was oversensitive about that comparison, probably because he'd heard too many derogatory comments in the line of "whenever blacks become the majority in a city, they turn it into a third world country".
He possibly misinterpreted the white Rep.'s intent too.

In saying that, I see their exchange as being nothing more than a minor spat between two good people who got worked up and started throwing all sorts of silly things to each other, as opposed to deep seated radical ideologies.
-- Whereas renard_ruse and nowisthethetime both made a mountain out of a molehill and turned this minor spat into a "blacks versus whites" issue. Both renard's and nowis's posts were actually amusing to read. (Pot Meets Kettle, like he said)
