Hmmmm..... an "attractive but empty-headed young woman, especially one perceived as a willing sex object" wouldn't seem to be a very ripe specimen for a main character. The popular conception of a bimbo would lack the level of self-awareness necessary to provide any drama to the story.

However, you could make the main character a guy, who finds himself always dating bimbos. His conflict is to find (and woo) a young lady of substance, who stimulates his mind as well as his genitals, with whom he can have a grown-up relationship. Maybe he succeeds, and maybe he fails, but either way you've got your plot struggle, and plenty of saucy sex along the way.

The story follows her as multiple dates fail and she is forced to go home alone.

Playing up the Bimbo role:

Shyla goes to college and finds out that her clothes got mixed up with her younger sister's wardrobe. She can't afford to buy a new wardrobe so she decides to hold on until labor day and wears the tighter, smaller clothes. She starts getting lots of looks and stares and her normal nervousness is seen as stupidity, which a few guys try to take advantage of. Shyla rebuffs them but when she sees the attractive TA taking an interest, she decides she doesn't mind playing along if it gets her some alone time with him.

Bimbo doesn't know she's a bimbo:

First person perspective from an attractive woman who doesn't realize how people look at her. Light hearted story where she goes through her day finding shallow guys who help her out without needing to be asked, sucking and fucking her coworkers when she gets bored or when they ask, going to a fitness group and finding it strange how many people watch their workout sessions or how the fitness center seems to always be willing to forgive her late membership fees and tries to interest her in after hours prgrams.

After finding out how people see her, our lead vows to change. It's not easy though and it doesn't help that her first tutor keeps praising her progress, only to reveal he really just wanted in her pants. So she gets a female tutor or classmate to teach her and things seem to be going well and she even starts getting Bs in her classes. Tutor praises her but then quits. Our lead is distraught and hounds her until she spills the beans. New tutor loves her and wants to fuck her brains out but didn't want lead to think she hadn't made real progress. Lead understands and gets a new tutor...but only after getting into a very commited and extra educational lesbian relationship with her new ex-tutor.

Ashley relents and begins desperately trying to plead for Debbie to not reveal what happened. Debbie simply smiles and guides her up to her room where she begins transforming Ashley into a copy of her, starting with her clothes.

Dark version: Ashley has to live like she's Debbie. She's allowed to keep up her studies but she has to act and dress like a bimbo. Debbie wants to get payback for all the insults Ashley threw her way. Between learning to suck cocks, eat pussy, and finding former friends, teachers and even a few family members leering at her, she slowly succumbs to the role and becomes Debbie's slut, even into college where the two of them get a reputation as the campus bicycles.

Lighter version: Ashley begs Debbie to just let her go and Debbie just smiles, telling her where they are going out that night. Ashley laughs and then asks if there's anything else Debbie wanted to do.
