In the tapes from Bob Woodward Trump admitted that he purposely downplayed the pandemic literally lying to the American public for months at the very start. Everything I've seen from Biden suggests he's at least being up front with us on it.

The Biden administration officials were quite surprised and infuriated that while Trump had fast tracked creating the virus his administration had made no plan to effeciently distribute it to vaccinate the people.
