Bert the Turtle in the age of 'Active Shooters'

When I was a kid growing up, we were scared by our government. We received videos of our city being hit with a nuclear bomb, and were told to run and hide, under our desks, while putting our heads between our legs and waiting for the bright flash until the mushroom cloud dissipated. The government produced the now infamous 'Bert the Turtle' video, in which a little turtle named Bert gets a warning that a nuclear attack is underway, and pulls himself inside his shell to wait it out.

And now we come to the 2018 version, when kids are told there's an active shooter. We've laughed about those videos as an example of the governments inadequacy to keep us safe, and now we have a 'Bert the Turtle ducks, covers, and gets a therapy dog thus avoiding the active shooter'. Truth is, we brought the cold war to an end by promising 'Mutual Assured Destruction'. We need to adopt at least a deterrence for active shooters, not a duck and cover turtle.
