I have done that occasionally, but only in situations where I did not want my balls making decisions for me. Sometimes on dates, I want to focus on getting to know the whole person before I jump into sex.

Also, there have been times in professional situations when I have to work with someone I find very attractive, but have no chance of being sexually involved with for one reason or another. Pre-work masturbation can sometimes help get that sexual vibe out of my system.
