BDSM story inspired by Orwell's 1984

I remember reading a BDSM story that was probably inspired by Orwell's 1984. I remember some aspects of punishment and nudity, probably prison and officers, I think that sex was forbidden by government in this story. I believe main characters (a man and woman) were fighting a seemingly oppressive government but at the end it turned out that actually they lived in that kind of world/country because it met their internal needs of being punished.

I actually managed to find the story by accident after 6 months I was reading a completely different story, opened author's profile and was excited to see the story I described in the first post
