My idea is to create a setting similar to the first season of Arrow, but instead have it be in Gotham centered around Batman and a team of heroes. In this version, characters like Green Arrow, Black Canary, Wildcat, and Hawkman can actually be based in Gotham City. The opening plot could bring the heroes together in an attempt to combat Carmine Falcone's criminal empire and the crew of villains in his employ. Then we can delve into a confrontation with the League of Shadows and kind of let it unfold from there.
My main character will be Batman, but I'll also use Wildcat and Martian Manhunter in sort of background roles until later on. Wildcat will be a retired hero who mentors some of the younger characters, but he will suit up from time time. Manhunter won't actually reveal his true nature for quite a while, instead posing as A.R.G.U.S. Agent John Jones investigating elevated metahuman activity in Gotham.
I will also use Joker, Falcone, Bane, Ra's al Ghul, General Wade Eiling, and Major Jim Harper as primary villains. Jim Harper, however, may eventually see the error of his ways and become Guardian. He is not a clone of Roy Harper in this version, but could instead be his uncle.
