I'm afraid I don't get it. As I understand it, tea is an important part of Russian life - according to some sources, Russians are the fourth highest per capita consumers of tea in the world. The only thing I can think you might mean by 'bad PR photo' is that some might find it amusing that a macho homophobe such as Putin is daintily sipping his cuppa. I doubt anybody in Russia would think any less of him for doing so, though.

N'yeah - it wasn't one of my best thought-through posts. It came from a news story and elsewhere. If he wasn't such a bastard it would be funnier, but humour sometimes doesn't work.
