The new filesize is going to be a problem for animated avatars, because you can't really change the compression of GIFs
however, still image, JPeG avatars just need to be resaved with a slight change in the JPeG compression.
If you use Irfanview, changing the JPeg Comression is simple -- choose Save As, JPeg format and click the Advanced button to change the compression.

Perhaps shrinking dimensions, or cropping the original will decrease the file size. Optimizing is another option.
