There's a story series left incomplete by an author that I wish to continue. I have reached out to the author a week or so back but received no reply.
If I don't get any reply, is there a time limit upto which I can wait and then publish the story without their permission?

You are not allowed to publish sequels, revisions, translations, or other derivative works unless you have the author's explicit permission (or whoever controls the copyright if the author is deceased). If they ignore your request, or are unable to receive it, that is effectively a refusal of permission.
 
Not being a legal expert. I cannot speak to the legalities...
The site has rules, and others here have informed you of them...
I can speak to the ethics of it, and BTW, The ethics are mine, I do not speak for anybody other than myself.
A story is the intellectual property of the creator... They own it...
Lets compare it to a neighbours car parked in a driveway. They haven't used it lately. Can you decide to simply use it without their permission? No you can't...
The story doesn't belong to you, it is not your property...
Just my opinion of course...

Not on this site, not without permission, not until the original author's copyright expires - which is a long time after their death.

Write your own story, avoid the wait.
 
First time writer, appreciate all the replies. Thank you for the clarifications. Just a bummer that the author I mention hasn't replied yet. I'll take the advice and will not wait. And, my message certainly wasn't AI generated! Thanks again, folks!

I dont think he meant that, I think he was simply referring to the Usual Questions that tend to pop up in this forum on a regular basis. including questions like yours about story rights and the never-ending questions / complaints about what is / isn't permitted when it comes to AI generated writing and why their story was blocked as being AI suspect. etc.
