Armenia is currently embroiled in a fierce conflict with Azerbaijan over the Nagorno-Karabakh region. The country believes that joining the ICC would make sense as it could then bring cases against Azerbaijan.
The issue for Russia and Putin is that Armenia is now committing to arrest Putin if he sets foot on Armenian soil, reports Russia Today.

This situation also posed a problem for Putin during the BRICS summit hosted by South Africa in August, where he could not make an appearance.

will it be accepted into the ICC? is it a matter of just declaring their desire to be a part of it?

Experts previously told Business Insider that Putin founded the alliance — made up of Russia, Armenia, Kazakhstan, Belarus, Kyrgyzstan, and Tajikistan — as a rival to NATO, and that he wanted to project power by leading a multinational body, despite most of the members not having notable militaries or large economies.

However, the plan seems to have backfired as tensions among the alliance have grown, especially since Russia launched its full-scale invasion of Ukraine in February 2022.
