KCHIP existed to, but it wasn't based on paternity. You got it for being under a certain income and promptly lost it at 18. So when your birthday was coming up you went around grabbing glasses and dental work like they were fucking party favors. You had to get all your shit done RIGHT THEN, try to find croocked doctors who would give you YEARS worth of Rx, etc. It was great, but having it extended to 24 and bringing medicare down to pick up the slack helped us out quite a bit.
