On left side, click edit options
Click enable private messaging

Sally, Click on "User CP" in blue far left corner at the top of this page next to FAQ.
From there select "edit options" on left side of page.

Next drop down to the "Messaging and Notification" box.
Then go down to "private messaging" and put a check mark by Enable private messaging.
