I'll give it a shot. As I understand it :

In Ireland, plastic shopping bags are a major source of litter, & a particular problem , because the wind carries them so well.


Litter is bad for tourism, (because the pastoral setting is the image they use to promote the place) . Tourism is a major source of revenue, probably their largest industry.


The government tried to encourage the use of reusable cloth & fishnet grocery bags, common on the continent of Europe.


This didn't solve the problem, so rather than ban plastic shopping bags outright, or put a deposit on them, they instituted a tax to discourage their use.

Simple enough?
 
I think that the point is that the cut between the two cut and paste's was the victim of a missed keystroke...

Politics seldom does the right thing be it partisan or bi-partisan. And when is politics not partisan?
