It's rare that I meet someone who is Hispanic and a legal citizen who can actually communicate exclusively in Spanish. My brother who is not Hispanic obviously was one of three officers in a very large Department that could pass the test to be certified to be able to speak Spanish in the courtroom during witness statements and during interrogations.
Took a long time to make Lieutenant because they had to promote a bunch of brown-skinned Spanglish speaking lieutenants first to do community outreach even though they can't speak Spanish.
Bad Azz burrito Spanish is it's probably better than most of his (legal) constituents. It should help the get out the illegal vote though.
