Click 'User CP' near the top of the page.
Then 'Edit Avatar'
If you have 100+ posts, you'll be able to click the 'Use Custom Avatar' button.
Do so and you'll see a little list of options, if you have a pic saved on your comp you want to use, use the 'Upload Avatar' button.

Sometimes there is a delay before you can put up your avatar. Since they upgraded the board system, it takes a bit before it recognizes your 100 posts. If you can't set up your avatar, just give it an hour or so, and it should work fine.
