Maybe not popsicles, but ICE makes GREAT dildos! I know they make ice shaped molds, but if you can't find one here's a cheap alternative:

Use a plastic 20oz pop bottle (one that has nice phallic shape), cut about 1/2" off the bottom but leave about an inch "hinge" so that bottom of the bottle is still attached. Turn upside down, fill with water and freeze. When it's frozen solid remove it from the freezer. You'll have to wait a bit until it melts just enough to get it out (so you can always reuse the plastic mold.) As soon as you can slide it out...playyyyyyyyy until it's melted enough you can insert it. Doesn't take long Keep a towel handy though. It gets quite messy!

Bottles that have a good hourglass figure on them keep a nice head even when it's melted enough to insert.

They're perfect for those hot summer days!
