Sorry to tell you - the green one is for Juniors. The brown one is for Brownies (that's why it's brown!). The tan or blue are for the Cadettes and Seniors (where I am now!)
I thought JCPenny stopped selling them! You can always go to the GSUSA site - I bet they have a catalog sale thing over the internet - or try your local council. I always got my daughter's at our local council shop - but I know that could be quite a drive for some people depending on how large your council is.
Oh - and 3rd grade is usually Brownie - unless she got bridged up early with her troop.
