So who's he? Are there dummies in the Republican Party, Yes.

He's an ER doctor as well as being a representative in the SC legislature. He knows that the Medicaid expansion would be good for the people in his state but he also knows that Republicans in SC will vote against it because there is a black man in the White House.

You do realise this would have meant EXTRA funding for the state, right?
