It's been happening that way for quite a while: Republicans trash the economy, Democrats are elected and clean up their mess, and as soon as things are stable, just enough voters fall for the Republicans' nonsense about cutting taxes and balancing the budget at the same time, and the whole cycle starts again.

Now, since we defeated Trump after just one term, maybe things are going to change. Hope so anyway.
