Think Orange is the New Black meets Space Pirates.
It is Galactic Year 2904. At the edge of civilized space sits the Alcatraz System, comprised of four planets orbiting a Main Sequence Type-G White Star, very similar to Earth's Sun. The entire system is controlled by the Imperial Department of Corrections, under the jurisdiction of the United Earth Empire Ministry of Justice.
The system at a glance:
Konga (1st from local star): A large jungle world with a thick atmosphere. Normal humanoids require nanite injections in order to breathe the air without losing consciousness. Planet's surface is rife with deadly reptiles and insects. Two lifeless moons in orbit; Gonos and Nankeb. Primary Imperial interests include the Bio-Droid Farms and Norphicite Mines.
Earth-137 (2nd from local star): The 137th planet to be terraformed to resemble Earth-001. Primarily created as a residential area for employees of the IDC, including guards, support staff, security forces, and management personnel. Also home to Nemo City and a local campus of the multi-system Imperial Military Academy. One moon in orbit to simulate the tidal forces of Earth-001 -- Luna-137. Every terraformed Earth has an accompanying Luna to maintain natural tides.
Coronid Asteroid Belt (between Earth-137 and Cascadia): One of the larger asteroids is home to the Citadel, the primary holding facility for prisoners of the Empire.
Cascadia (3rd from local star): A blue-purple hydrogen-helium gas giant with large amounts of methane in the upper atmosphere, which is in part responsible for the bluish color. Due to the distance from the local star, Cascadia is commonly referred to as an ice giant, and it's dozens of moons are littered with mining operations.
Arcaska (4th from the local star): A barren ice world at the outer edge of the system. It was partially terraformed to allow access to the vast deposits of Uxultanium deep under the ice sheets, but not so much that it harmed the structural integrity. The end result is a surface that resembles Antarctica on Earth, with a series of satellites in orbit required to maintain an artificial atmosphere and magnetic field, as well as an artificial "protostar" in orbit to emit light and heat.
On all the planets and moons and facilities in the Alcatraz System, the workforce is primarily supplied by two means -- the prisoners of the Citadel and employees of the IDC. To the inmates, it qualifies as legal slavery. The most-hated jobs are the Mines or the Bio-Droid Farms, as they come with a high casualty rate.
To the larger galactic society, little concern is given to the treatment of inmates in the Alcatraz System, for they are the scum of the universe. People assume only murderers, rapists, and crime bosses are sent there, yet their obsession with state-run media portrayals prevents them from seeing that Alcatraz is also used to make political opponents and whistle-blowers disappear.
Your character can be either an inmate at the Citadel or an employee of the IDC. At first it's business as usual, but then all hell breaks loose as there is a system-wide riot led by agents of the Q'ua Consortium, an alliance of very powerful crime families of both human and alien origin. Their aim is to break free their allies held prisoner, and then claim the entire system as their own.
Where does your character fall during all this? Will they pledge loyalty to the Consortium in return for freedom? Only time will tell.
