Looking for ideas and advice on how to set up a restaurant/hotel where all the women are busty mermaids like in the Pic below

How would they walk or would they? Have to find where it would be legal and go from there

I was thinking that there would be a main pool and a series of canals if you can imagine that the mermaids could swim to people and take their orders.
