With all the talk of this attack being an act of war, I thought I would say that I do not think this attack qualifies. To call it an act of war elevates it above what it is; an act of cowardice and terrorism. The main target (WTC) was not a military one, nor was it meant to be. The Pentagon itself was not attacked for any military purpose, but rather because it was a symbol.
It is a mistake to call this an "act of war" as that plays into the hands of the cowardly terrorists and helps them claim legitimacy and credibility in their "war" upon us. Do not give them what they want. Terrorists do not commit these attrocious acts of cowardice because they have any kind of military goal, or because they accomplish anything militarily. Indeed, most of these attacks do not have any effect on their targets that is beneficial to these cowards; the targets for the most part unify with even greater resolveand act with retribution - usually severe in nature.
What such attacks do is prop up the terrorists leaders in the eyes of their supporters and they broaden/strengthen their power. Make no mistake - they know this is no holy war or political protest action, it is a struggle for them to stay in power - power that they covet.
Act of war? No! Cowardly, criminal, barbaric and cruel? Yes!
