Who decided that stopping the Russians from invading American voting systems was not important ?

Republicans voted against providing funds to defend American voting systems from Russian attacks ?
Who was caught deliberately breaking the law ?
There’s little evidence of in-person voter fraud in Iowa, and the only Iowan convicted for illegal voting in 2016 was a Donald Trump supporter who voted twice because she believed Trump’s claims the election would be rigged.

Mr. Trump called for requiring voter identification in a pair of Twitter posts because the voting system "is rigged." (gsgs-Yes, Russians rigged it in his favor. /end gsgs)“Push hard for Voter Identification!” Mr. Trump wrote.
“The commission itself was unable to justify its existence as a result.”
Mr. Trump did not acknowledge the commission’s inability to find evidence of fraud, but cast the closing as a result of continuing legal challenges.
“Despite substantial evidence of voter fraud, many states have refused to provide the Presidential Advisory Commission on Election Integrity with basic information relevant to its inquiry,” Mr. Trump said in a White House statement on Wednesday.
In fact, no state has uncovered significant evidence to support the president’s claim, and election officials, including many Republicans, have strongly rejected it.
