A story about a princess priestess dominating her male harem

I read a very long story/novella/novel years ago (maybe even 10 years ago) about a princess with a harem of men.

The princess has to start training her harem as a child/young woman and resists, partly because one of the boys/young men is resistant. Then either she or he is beaten for her not training her harem, which moves the training forward. The harem is subject to a fair amount of sexual control and bdsm stuff. The princess also has some kind of priestess role and there's some religious justification and rituals. It's possible she's not a princess at all and is just some kind of priestess?

At some point the princess/queen/priestess and her harem punish someone who committed sexual assault. At another point she brings one of her harem members to be in a religious ritual or ceremony and he gets aroused. She has to hurt him to make him not aroused to complete the ritual. There's a scene with her getting a dress fitted where she has either a romantic moment or a fight with one of her harem members.

I believe near the beginning of the story the queen/princess/priestess goes to see her harem and they're all bending over a bar or something. Maybe waiting for her to insert or inspect a plug? There was no m/m interaction that I can recall. They all served the priestess.

She's very in love with one of the members of her harem who turns out to be a kidnapped prince and there might be an HEA with just the two of them.

I thought I read this as a published novel, but can't find it anywhere, so I'm thinking I may have read it here.

At what stage in the story does the princess "start" the training? Like, in the beginning or middle (flashback) of the tale. I ask because you already said there were sexual undertones at the beginning of the story with the bent over men(boys???????) waiting inspection and butt plugs.

That would not be allowed at Lit since "boys" cannot be sexual in stories. The princess and men have to be 18 or older.

The sexual scene at the beginning with the bar is with adults. The childhood backstory is told with flashbacks. There's violence, but I don't think sexual stuff when they're children.
