A question?

Hi. I just have a quick question. I haven't looked at my author screen for quite a while and when I looked at it today I noticed that there is now a section for public comments with a button for yes and a button for no. Now this may be a stupid question but what exactly is it for and how does it work? Like I said I've been gone several months so I need to get caught back up on everything going on. Thanks for the answer!
