Upset? No.

But I would assume they don't wish to speak to me and I wouldn't waste anymore time with them.

If it's something random I send out, no. (I think I've done that once or twice, it's rare.)
If it's someone I talk to regularly and I get ignored, yeah, that pisses me off, but generally there is a reason for it.

Personally, if someone sends me something totally random, and I have no idea who they are and not in the mood to chat, I may not reply.

A couple times I sent pms that were not answered and later realised I had not paid attention to that little message that says "user name blank has exceeded their pm storage and cannot recieve pms"

Its a heartbreak, either way.

I wasn't being nit picky about the language. I wouldn't be upset, bothered, perturbed or otherwise annoyed. I would just assume they don't care to speak to me and I would return the favor. No real emotion involved just a little, "Note to self, don't bother with this person."
