Yes, it is bad form for him to do so. Honorable men are like that. What you need to do it get the friend to like you as a sister, or ask the friend about the guy you like, esp. if the friend has not let you directly know he likes you.

Then the friends can keep the friendship because you made the move.

We'll never let a woman come between us. If I make a move, and get her, he will fall back. If he make a move, and get her, I'll fall back. If one of us fail, that gives the other the opportunity to step up. So basically it's whoever make a move first. But I advise you to make the first move. Go for the one you like. So the friend will know that he doesn't have a shot.
