A Modest Proposal: Castrate the Rich

In the past, it has been suggested that all societal ills can be eradicated by castrating the poor. How naïve.
Such ideas can't possible work and are entirely unrealistic. Imagine the logistics!

Instead, I suggest this radical approach: castrate the rich and powerful. Thing is, most of them are eager sissies, they'd voluntarily submit to it and pay with their own money.
What I say is that this becomes a Constitutional Amendment.

Already somewhat done. Rich, middle and poor, the birthrate has been below replacement rate for a while, and may get much lower for a few centuries.

If you're impatient and think it should be lower now, any local veterinarian could probably slice yours off for much less than an HMO deductible.
