It doesn't help that one of the authors of the Navy report, Rear Admiral Mark Montgomery, was censured for his role in the massive " Fat Leonard" scandal.

I can see why a bunch of corrupt Navy officers would want to switch the narrative away from their own corruption and focus on the "scourge" of diversity training.
