Not necessarily. The first 10 votes total a score of 49, so you got one 4 and 9 who voted 5. The next 9 votes average above 4. From your nineteen votes, 15 could be 5's, 2 could be 4's, 1 3 vote and a single 1 vote. That would result in the 4.58 average you have on the second picture.

The total vote number is still too small, so that a 1 or a 2 vote let you drop quickly.

For example, if the first two votes are 5's your average is of course 5. If now the third is a 1, your average drops below 4. So the larger the vote number, the smaller the impact of a 1.
