You can try using "paint brush" or "photo shop" for resizing.

Use Microsoft PAINT

But don't just adjust the ATTRIBUTES

If you do it this way.. Some of picture gets cut off....

better to stretch the pic first.... (usally smaller than 100)

After looking at the attributes (to see how big the pic is)
click cancel..

Then go the same place you found Attributes (IMAGE menu) click on stretch/skew

A new screen will pop up with four different things you can change

2 stretch (horizontal & vertical)

and 2 skew (don't worry about those for now)

Fill in the 2 stretch boxes with a number lower than 100 to shrink the entire picture OR higher than 100 to make the picture larger.

The 2 numbers will be percentages (50 = 50% or half the size)

(IMPORTANT: both boxes must be filled in with the exact same size, so the pic does not get distorted)

When you're close, you can use the Attributes to fine tune it to the perfect 800X600 if you like...
