Well, it's not an anglerfish, I can tell. Looks short for a barracuda.

DT: it's a tiger fish and is indigenous to the Congo(Africa)....I think they fish for them with a 30-06 in a steel boat

They got tigers in India. Prolly Tigerfish too. With choppers like that it could just clamp on to a west bound fish and bada bing, Africa.
 
It looks delicious. I can just imagine slicing that bad boy into steaks, brushing the steakes with olive oil and thyme, then setting them on a hot grill.
