When I think of most of the big changes that the USA has seen, it's mostly been under presidents who ran well away from the centre.
I think it happened at the center, though. Like JFK's changes--effected later by LBJ at the center. I think the American voter doesn't really enable much of anything they don't think is happening at the center. We go back to the Bernie vs. Biden (or Hillary Clinton) debate. I don't think Bernie could get anything he has proposed done. I think Biden (or Hillary) could get at least some of it done, though. And "some" is a start and better than an uncompromising pie-in-the-sky program.
I recognize that the "enact by executive directive fiat" that presidents have gotten established more solidly in the past decade probably is eroding change at the center, though.
